ADFIAP, USAID, Convergence, Land Bank hold blended finance conference

ADFIAP, USAID Green Invest Asia, and Convergence, in cooperation with Land Bank of the Philippines, held a conference on blended finance on July 1, 2019 at the Land Bank headquarters in Manila. Over 70 participants and speakers attended the event. The conference highlighted the approaches and experiences of employing blended finance to emerging and frontier markets in support of and to scale up financing of investments to meet the U.N. Sustainable Development Goals (SDGs).

The forum recognized how blended finance – the strategic use of public and/or philanthropic funding to catalyze private sector investment – can help close the funding gap to meet the SDGs, estimated by the United Nations at USD 2.5 trillion annually. Blended finance, although not a panacea, is an emerging vehicle to attract more investments to achieve the SDGs.

The programme sessions included an overview and experiences on blended finance in the Philippines, understanding the blended finance and its ecosystem and players in the field, and presentation of actual case studies.

Ms. Cecilia C. Borromeo, President and CEO of Land Bank, opened the event with a welcome remarks followed by keynote addresses of Ms. Lyn I. Javier, Managing Director, Policy and Specialized Supervision Sub-sector of the Bangko Sentral ng Pilipinas (Central Bank) and Dr. Natcha Tulyasuwan, Deputy Chief of Mission, USAID Green Invest. Presentors included Mr. Edgardo S. Luzano, Assistant Vice President, Land Bank, Mr. Paul D. Lazaro, Senior Vice President, Development Bank of the Philippines, Ms. Mary Jane A. Perreras, Senior Management Adviser, Center for Agriculture and Rural Development Mutually Reinforcing Institutions (CARD MRI), Mr. Ashish Shukla, Director, Investments in South and South East Asia, Water Equity, Mr. Yohann Formont, Senior Finance Advisor, USAID Green Invest Asia, Mr. Marlon Apanada, Managing Director, Allotrope Partners Philippines and Ms. Safia Gulamani, Manager, Member Engagement, Convergence.

USAID Green Invest Asia links financiers with low-emission agriculture and forestry companies operating in Southeast Asia while helping those companies comply with international regulations, and the Toronto-based Convergence is a global network for blended finance.
