Message from the Chairman

On behalf of the ADFIAP Board of Directors, I wish to invite all members, partners and associates to join us in Moscow on April 23-25, 2014 for the 37th Annual Meetings of your Association.

Our gracious host, Vnesheconombank (VEB), has put together three exciting days of learning, sharing experiences, meeting old as well as new friends and networking with colleagues. We can look forward to an authentic Russian hospitality offered by VEB amidst the natural beauty of its landscape and warmth of its people.

The theme of this year’s conference, “Development Banking: Best Practices and Future Trends”, aims to showcase the important role of development banks, the key areas of their work and advocacy on financing and advancing sustainable development – in infrastructure finance, in green finance and in financial inclusion initiatives. Looking ahead and as part of this conference, CEOs will provide their thoughts on what development banking will be like in the future.

The 3-day programme includes the 79th Board of Directors meeting, the 15th Extra-Ordinary Meeting of the General Assembly, the ADFIAP Awards 2014, the Conference Proper, the Delegates-meet-Delegates Session, Welcome and Gala Dinners, the Fellowship Day and Cultural Tour and many more interesting side events and programs. Within these activities is a one-day International SME Forum organized by VEB to be attended by other organizations from around the world.

The comprehensive programme put together by VEB will be interesting and I believe all of you are as excited to be there in Moscow for the 37th Annual Meetings. I am looking forward to meeting and greeting all of you personally.

Message From The Host Financial Institution

Dear colleagues, dear friends, dear partners!

I would like to express my warmest thanks to Datuk Wan Azhar Wan Ahmad, Chairman of ADFIAP’s Board of Directors, to Mr. Octavio B. Peralta, ADFIAP Secretary General, and all the ADFIAP team for the opportunity offered to Vnesheconombank to host the 37th ADFIAP Annual Meeting 2014 in Russia. Having obtained the status of the national development bank in 2007, Vnesheconombank has been continuously and actively promoting cooperation with leading international financial organizations and development institutions. The upcoming event is even of a greater importance for us since we will be hosting it in the year of the 90th anniversary of Vnesheconombank’s foundation.

It was with Vnesheconombank’s engagement that the issue of long-term investment was put on the agenda during the Russian Presidency in G20 in 2013. In July 2013 Vnesheconombank successfully held the international conference «Sustainable growth through long-term investment» that gathered around 50 different national and multilateral development banks and the Meeting of the heads of G20 financial institutions that have a development or public mandate. Both events evidentiated that against the backdrop of the economic downturn, budget deficits and looming sovereign debts, development banks tend to play an important role in ensuring the real economy’s access to primarily long term financial resources both at national and transnational level.

In my opinion, the time has come for development institutions to reach a new milestone. Admittedly, it is the financial institutions that are the most important sources of long-term investment. In view of this, development institutions, equipped with revised strategies, are gradually becoming global players. In many respects, their initiatives and active investment policies impact the local financial environment. Moreover, development institutions exert an increasingly significant impact on the global financial architecture. Active support by national development institutions is crucially important for those programs and projects, which require long term financing, in sectors such as national and trans-border infrastructure, green, innovative and inclusive growth projects, and projects on mitigation of climate change and its aftereffects, as well as systemic support to SMEs and entrepreneurship.

This year in close coordination with ADFIAP Secretariat we decided to pay more focused attention to the issue of SME development in our countries. For the last 20 years Russia has passed a long way of SME development and today on the one hand we would like to share our experience with the ones who are going through the same process, but on the other – to examine our partner’s savoir-faire in boosting SME entrepreneurship.

I look forward to welcoming you in Moscow on 23-25th of April, 2014 and I hope that both – our sessions program and leisure activities would satisfy your professional appetite and leave the most positive impressions.

C. ARRIVAL/DEPARTURE INFORMATION

Arrival Information:

Most of the delegates are expected to disembark at the following airports depending on the airline carrier. Please check with your travel agent which airport you will disembark. If there are changes in your arrival details, please notify:

After clearing with customs and immigration processes and collecting your baggage, follow the exit sign and proceed through the Public Area where Vnesheconombank representatives will welcome you. The representatives will be holding a signage with the 37th ADFIAP Meeting Logo. Transportation to the Crowne Plaza Moscow will be provided by Vnesheconombank.

Departure Information:

Vnesheconombank will offer transportation to the international airports. Details will be provided during the meeting. Make sure that all your documents are in order BEFORE arriving at the airport to avoid delays.

D. INTERNATIONAL SME FORUM, WEDNESDAY, APRIL 23, 9 AM TO 5 PM,

The International SME Forum will be hosted by Vnesheconombank on Wednesday, April 23, from 9 am to 5 pm. All ADFIAP delegates are invited to join this event to be held at Congress Centre, World Trade Centre, Moscow, Russia. All delegates are requested to be in business attire or national dress attire (optional). A hosted welcome dinner will also take place at 7:30 pm for which the dress code is business attire or national dress. Accompanying persons/spouses are invited to join the dinner.

E. 37th ADFIAP ANNUAL MEETING, THURSDAY, APRIL 24, 8 AM TO 6:30 PM,

The 79th ADFIAP Board of Directors Meeting to be attended by board members, will be held from 8:00 am to 10:00 am at the Congress Centre, name of room to be intimated later. This will be followed by the Delegate Meets Delegate (DMD) Session from 10:30 am to 11:30 am). The DMD session provides delegates the opportunity to meet and network with fellow delegates.

The opening ceremonies of the 37th ADFIAP Annual Conference is scheduled to begin at 11:30 am on Thursday, April 24, 2014. A group photo session will follow after the Opening Ceremonies. All delegates are expected to wear business attire. The traditional Awards Dinner will also take place at 8:00 pm for which the dress code is business attire or national dress.

Prior to the Awards dinner, there will be a rehearsal for ADFIAP Award Winners at 6:30 pm at the stage area of the function room where the Event will be held.

Please bring a special gift representative of your country. We will have our traditional raffle of gifts to make the evening more enjoyable and memorable. So that everyone will have a chance to receive a special gift, each delegate/guest is requested to bring his/her special gift.

F. FELLOWSHIP DAY/CULTURAL TOUR, FRIDAY, APRIL 25, 9:00 AM TO 5:00 PM

The host institution will make arrangements for the fellowship/cultural tour scheduled on Friday, April 25, from 9:00 am to 5:00 pm for all delegates and accompanying persons.

Dress Code and What to Bring: Comfortable attire ideal for walking. Please check the weather prior to your departure for Moscow as the weather is very changeable.

Fellowship Day Activity will be intimated later.

G. ACTIVITIES FOR ACCOMPANYING PERSONS/SPOUSES:

Accompanying persons/spouses of delegates are invited to join the Fellowship day on Friday, April 25. On other days, we would suggest that their private tours be arranged in advance by their respective travel agencies in their respective countries as no travel agent will be stationed at the hotel to service travel needs.

H. WEATHER/CLOTHING

If winter thaw doesn’t occur in March, it will begin to happen in April. Temperatures begin to rise, though a nip can still be felt in the air. Sun begins to shine on significant portions of the day.

Pack clothing that can be layered for April travel to Moscow. Some days will feel warmer than others and you will want to be able to modify your dress to suit the weather conditions easily. Long-sleeved cotton shirts and sweaters are good staples to begin with. A lined jacket will also come in handy.

ELECTRIC CURRENT VOLTAGE

Electrical sockets (outlets) in Russia usually supply electricity at between 220 and 240 volts AC. If you’re plugging in an appliance that was built for 220-240 volt electrical input, or an appliance that is compatible with multiple voltages, then an adapter is all you need.

Vnesheconombank will provide several buses, each with tour guide. Delegates will be fetched from the hotel and taken to the Kremlin for an excursion tour.

In Kremlin, delegates get to visit the Exhibition sponsored by Vnesheconombank on one of Kremlin’s Museums.

A tour around Red Square will be be part of the fellowship day activity.

Tour should finish around 12 noon and delegates will be brought to the hotel where a hosted lunch waits for them.
