ADFIAP organizes an international program on blended finance

ADFIAP’s Asia-Pacific Institute of Development Finance (IDF), the association’s professional training, credentialing and career development center, conducted the “International Program on Blended Finance” on November 18-22, 2019 in Manila, Philippines. Four (4) participants from ADFIAP-member institutions in Palau, and Indonesia attended the seminar.

Blended finance is an approach to development finance that employs the strategic use of development finance and philanthropic funds to mobilize private capital flows to emerging and frontier markets.

The program, rated very well by the participants, had an international focus and helped the participants identify critical components of a blended finance facility, including contractual agreements and structuring considerations, associated risks, among others. Topics covered included: an introduction to sustainable development, overview of blended finance, principles and modalities of blended finance, role of stakeholders (philanthropic, business, DFIs, MDBs, etc.), blended finance opportunities and limitations, risk management and blended finance applications.

A team of experts from the ADFIAP Finance and Investment Center (AFIC), namely, Mr. Noel Verdote, Atty. Maria Teresita Lacerna, Ms. Marinela Cecilia Pascua, and Ms. Nanette Biazon were the main resource persons of the program. Other topics on “Guarantee Facilities as a Component of Blended Finance” and “Agri Guarantee Fund Pool and other Blended Finance Facilities” were covered by Mr. Ian Briones of the Philippine Guarantee Corporation (PhilGuarantee) and Ms. Filipina Monje of the Landbank of the Philippines, respectively. An online discussion with Aakif Merchant, Manager of the Toronto-based Convergence, was also held.
