ADFIAP’s IDF conducts 10th development banking credentialing program

10th Credentialing_IMG_3241ADFIAP’s Asia-Pacific Institute of Development Finance (IDF) has granted the credential, “Certified Development Bank Practitioner (CDBP)” to six (6) officers from ADFIAP members in Federated States of Micronesia, Fiji, Palau and the Philippines who have successfully completed the 10th edition of the “Program on Development Banking (PDB)” from October 19-30, 2015 in Manila, Philippines.

The PDB is Level I of the ADFIAP Career Credentialing Program (ACCP), a process of accrediting and recognizing the professional competence of development bankers. The objective of the PDB is to enhance the knowledge of development bank practitioners to understand further the processes in project finance. This course contains two (2) modules. Module I covers the principles and practices of development banking while Module II covers the financial and economic appraisal of investment projects.

The topics discussed during the two-week program included: fundamentals of development finance; international standard regulations for banks and the requirements of Basel Accords; CAMEL as performance standards for banks; concepts and practice of project finance; place of project finance in financial management system; design of investment proposals for project finance; credit analysis and evaluation including the” 5 Cs” of credit appraisal; difference between loan appraisal and credit appraisal; how to read “financials” on loan applications; development projects financing vs.commercial projects financing; and risk-based lending.

Apart from the in-depth classroom discussions, the program also afforded the participants institutional visits to two of the country’s premier DFIs – the Development Bank of the Philippines and the Philippine Export-Import Credit Agency (PHILEXIM) – where they were briefed on how DFIs operate.

The resource persons of the PDB were Dr. Alberto Pena, Associate Director of the International Studies & Programs of the Illinois State University, USA; Mr. Orlando P. Pena, founding Secretary General of ADFIAP and President of Asia Business Consultants, Inc (ABC); and Mr. Ramon Fernandez, International Bank Consultant.
