As part of its continuing capacity-building support to development financial institutions in the Asia-Pacific region, the Association of Development Financing Institutions in Asia and the Pacific (ADFIAP), through its Advisory and Consultancy Group (ADFIAP Consulting), successfully conducted a five-day Office Administration and Management Excellence Training from August 10–14, 2026, for the Federated States of Micronesia Development Bank (FSMDB) at the FSMDB Headquarters in Pohnpei.
The program was designed to strengthen FSMDB’s institutional capacity by equipping administrative secretaries and support staff with practical competencies in office systems and workflow management, records and document control, internal controls and risk awareness, meeting management, executive support, professional communication, reporting, and customer service.
The training opened with a welcome message from FSMDB President and Chief Executive Officer Anna Mendiola, who warmly welcomed the participants and emphasized the importance of developing the competencies of administrative and support personnel as an integral part of strengthening the Bank’s operations.
ADFIAP Secretary General Enrique Florencio also delivered an opening message (via video), highlighting the importance of continuous learning and professional development to strengthen the capacity of development financial institutions to fulfill their mandates effectively. The leadership messages set the tone for a week-long program focused on professional excellence, accountability, good governance, and service.
The first day focused on Governance, Ethics and Institutional Accountability, providing participants with a deeper understanding of FSMDB’s administrative policies, personnel policies, Code of Ethics, and Conflict of Interest Policy. The sessions emphasized integrity in banking, professional conduct, protecting confidential information, ethical decision-making, and administrative personnel’s responsibility to safeguard FSMDB’s reputation. Participants worked through practical scenarios involving confidential client information, requests from relatives and politically connected individuals, and potential conflicts of interest.
A key highlight of the second day was a special session on Documentation facilitated by FSMDB General Counsel Norah Sigrah. The session underscored the critical role of proper documentation in banking operations, particularly in ensuring accountability, protecting institutional interests, supporting sound decision-making, and managing legal and operational risks.
The documentation session complemented the day’s broader focus on Records Management and Retention Policy, which covered the importance of documentation in banking, classification and retention of records, archiving procedures, disposal protocols, and protection of confidential information.
Participants also worked on practical aspects of physical and digital filing systems, document tracking and registry procedures, routing slips, acknowledgment logs, version control, digital folder structures, naming conventions, backup procedures, and data protection.
The third day focused on Office Operations and Administrative Efficiency, covering workflow and task management, time management and prioritization, executive calendar management, meeting coordination, procurement and administrative logistics, and administrative compliance.
Participants applied the concepts through practical exercises, including preparing weekly administrative dashboards, board meeting schedules, meeting agendas and minutes, action trackers, and office inventory tracking systems.
The fourth day centered on Communication, Professional Conduct and Client Interaction. Participants enhanced their skills in professional communication, email etiquette, report writing, administrative correspondence, telephone professionalism, active listening, and handling difficult conversations. The program also addressed ethical client service under the FSMDB Code of Ethics, emphasizing confidentiality, professional boundaries, avoidance of favoritism, and fair treatment of clients and stakeholders.
A team scenario workshop challenged participants to address communication gaps and workplace misunderstandings while ensuring that internal issues do not compromise the quality of client service.
The fifth and final day brought together the week’s learning through an Integrated Office Simulation. The simulation presented realistic workplace situations involving confidential information requests, urgent meeting schedules, client complaints, missing documents in loan files, unauthorized access to records, and improper document disposal.
The training program concluded with a Workshop on Designing an Improved FSMDB Filing Procedure System by the participants. Their inputs will form part of the Recommendations to Management in the Project Completion Report.
The five-day training demonstrated the importance of investing in the people who support a development bank’s day-to-day operations. Beyond enhancing individual skills, the program aimed to reduce operational risk, improve consistency in administrative practices, strengthen governance culture, and raise service standards across FSMDB. Through the partnership between FSMDB and ADFIAP, the participants experienced a highly interactive learning program combining lectures, workshops, simulations, templates, and practical exercises.
The successful completion of the Office Administration and Management Excellence Training reinforces FSMDB and ADFIAP’s shared commitment to continuous capacity building, professional excellence, good governance, and stronger institutional performance in development banking.
