IDF conducts certificate development banking course

PDB_seminarADFIAP’s Institute of Development Finance (IDF) conducted the 8th run of its “Program on Development Banking” and granted the credential, “Certified Development Bank Practitioner”, to five development bank officers from ADFIAP members in Bhutan, Palau, and the Philippines and a DFI participant from Tanzania, having successfully completed the two-week program held on November 24 to December 5, 2014 at the AIM Training Center in Manila, Philippines.

The course covered the following topics: Module 1: principles and practice of development banking with focus on the vital role of development financing institutions (DFIs) in the economic and social progress of a country as well as their responsibilities as financial institutions. It also featured the important guidelines on long-term project finance, an important aspect in development banking. In addition, it covered “International Standards Regulations for Banks and the Requirements of Basel Accords”; “CAMEL as Performance Standards for Bank”; “Design and Analysis of Loan Proposals for Project Financing: Risk-Based Lending. Module 2: dealt with concepts and procedures in project design and appraisal based on the different facets of an investment and how the financial and economic aspects fit into the overall investment plan submitted by a loan proponent. In addition, it tackled the difference in appraisal techniques between purely private-oriented investments vis-à-vis development projects; “Case Study for Project Finance”; “How to Read “Financials” on loan credit appraisal; and “Development Project Financing vs. Commercial Project Financing”.

Apart from the in-depth classroom discussions, the participants made an institutional visit to the Development Bank of the Philippines (DBP) as well as to the Philippine Export-Import Credit Agency (PhilExim), two of the top Philippine government DFIs.

The main resource person of the program was Dr. Alberto Pena, Professor and Associate Director of the Office of International Studies and Programs at the Illinois State University, U.S.A.
