Message from the Chairman of ADFIAP 
On behalf of the Association of Development Financing Institutions in Asia and the Pacific (ADFIAP), I wish to extend this invitation for the International CEO Forum VI that will be held in Manila, Philippines on October 28-29, 2009. Now on its sixth year, the annual CEO Forum has gained relevance and eminence for the ADFIAP community and has proven to be an effective platform for practical learning as well as relationship-building.
The theme of this year’s CEO Forum is “Leading the Recovery: Environmental, Social and Governance Imperatives for DFIs”. Indeed, we are now operating in a challenging environment as the current downturn in the global economy and meltdown in the financial markets continue to unfold. But we are starting to have glimpses of economic recovery which many are predicting to gain more sustainability in 2010 and the following years.
It is in this context that this year’s CEO Forum anticipates the emergence of new business and financial landscapes with the DFIs playing the catalytic role in their respective economies. Indeed, this is a familiar role for most of the financial institutions represented in ADFIAP that were organized to facilitate reconstruction and redevelopment.
As tools of economic policies, DFIs have effectively served as engines of growth for the development of economic and social sectors that stakeholders deem strategic for the improvement of a community’s economic well-being and quality of life. If at all, the current global financial crisis validates development finance as a viable economic model for sustainable development.
The challenge now for DFIs is to pursue their development mandates with utmost and genuine concerns on integrating Environmental, Social and Governance into their portfolios in leading the recovery. It is with this perspective that I consider the stated objective of this year’s CEO Forum, “DFIs Leading the Recovery”, most apt and relevant.
We, as participants in this event, come from different backgrounds and operate in different contexts but we share the common purpose of seeking ways and means on how best we can carry out our mission. The CEO Forum provides us such an opportunity. Let’s take advantage of this.
I also wish to extend my sincerest gratitude to the Philippine members of ADFIAP whose generous support and active involvement have made this year’s CEO Forum possible.

Objectives
In many countries today, there has been an impact of the current global crisis which has led to unprecedented economic and financial meltdown. However, many are also anticipating the emergence of a new business and financial landscape on the road to recovery, specifically, the development banks in Asia Pacific region.
It is in this context that the Association of Development Financing Institutions in Asia and the Pacific (ADFIAP) is staging its upcoming CEO FORUM VI with the theme, “Leading the Recovery, Environmental, Social and Governance Imperatives for DFIs”.
This sixth edition of CEO Forum aims to take stock of the best practices and contingency plans of SME Banks and experts from the various regions in addressing the crisis and learn from their experiences as well.
