The transaction was executed via the bank’s specialized investment arm, CDB Sci-Tech Venture Capital (国开科创), alongside institutional co-investors including the Xi’an State-Owned Enterprise Reform Fund and CAS Star. This collaborative equity financing builds directly on CDB’s existing role as the primary financial anchor for the institute, making it one of the few enterprises in Shaanxi Province to secure direct R&D credit extensions and patient equity capital simultaneously from CDB’s structured tech-finance platforms.

Rather than managing passive credit lines, CDB is optimizing its “platform + fund” model to establish an open-access industrial enablement ecosystem. This targeted capital deployment is actively driving three core innovation metrics:

  • Upgrading Dual Pilot Production Facilities: Directing immediate capital to optimize the institute’s two major production lines—a 6-inch compound optoelectronic chip line (serving more than 80 active enterprise clients) and Northwest China’s first 8-inch silicon-photonics pilot line—to advance active silicon-photonics process integration.
