ADFIAP, ADB hold seminar on infrastructure project finance

ADFIAP and the Asian Development Bank (ADB) have jointly organized a pre-ADFIAP Annual Meeting seminar-workshop on “Infrastructure Project Preparation, Structuring and Financing” on May 21, 2013 in Ulaanbaatar, Mongolia. More than fifty delegates attending the 36th ADFIAP Annual Meetings participated in the event.

The event, which aims to provide a framework for infrastructure project development and to promote public-private partnerships (PPPs), covered topics such as legal framework and principles of private investment in public infrastructure projects; risk allocation through contracting in project finance; project preparation, project lifecycle; new tools, initiatives, and training programs to support DFIs in their project development activities and in facilitating PPPs for large and small-scale projects.

The workshop also covered ADB’s National Infrastructure Information Systems (NIIS) https://www.infrastructure-system.info/?MenuID=22 , an electronic system to support infrastructure project preparation and financing, particularly in the initial and early development stages, by providing a series of tools to capture key project data in a systematic and consistent way across multiple locations and multiple sectors, identify and fill any gaps in project planning and preparation, identify and mitigate project risks, and guide a project towards PPP structuring and private-sector institutional and commercial investment by providing links to marketing and funding resources

The seminar programme also included a presentation of case studies of ADFIAP member-DFIs’ infrastructure financing projects and the training modules of the Local Infrastructure Feasibility Expert (LIFE) Program intended for different stakeholders to understand the basic processes, key actors and best practices in infrastructure design, development, construction and commissioning. The event was capped by a panel discussion on infrastructure finance and the roles of DFIs.

The main speakers were Messrs. Richard McKeown and Geoffrey Mullen of Simmons & Simmons and Mr. Joseph Lufkin and Ms. Mai Rattanavong of the IFCL Group while the panelists included Mr. Gil Buenaventura, President & CEO of the Development Bank of the Philippines, Mr. Metin Pehlivan, Acting President & CEO of the Development Bank of Turkey, Mr. Kamalkishore Jani, Executive Director of IDBI Bank Ltd., Mr. Samir Saied, General manager of Oman Development Bank and Mr. Byron Mudhune, Strategy & Risk manager of the Industrial & Commercial Development Corporation of Kenya.

Mr. Octavio B. Peralta, ADFIAP Secretary General, and Mr. Trevor Lewis, Infrastructure Specialist at the Regional & Sustainable Development Department of the ADB, welcomed and wrapped the session up, respectively.
