ADFIAP conducted a special on-request study tour program on agriculture finance for eight (8) officers of the CreditEase (China) Inc. from May 26 to June 9, 2014 in Manila, Philippines. The objective of the program is to broaden the CreditEase officers’ knowledge, skills and attitudes on international best practices in agriculture financing and learn key lessons in terms of experiences, success factors and approaches to agriculture financing in the Philippines.
The program covered classroom discussions and visits to various agricultural financing and related development institutions located around Metro Manila and nearby provinces. The topics discussed during the classroom discussion included: “Setting up an Agricultural Project Finance Unit Infrastructure” where Atty. Alberto Reyno, Managing Director, ADFIAP Consulting (AC) tackled the organizational structure/manpower requirements in setting up an agriculture project finance unit and operational details (systems and procedures); “Agricultural Value Chain Finance” where Ms. Ma. Cristina Aquino, Head, Business Development Unit ,AC, delved on the value chain finance in terms of conceptual framework practice and diagrammed the potential value chain finance opportunities in the context of China’s credit landscape and CreditEase operations; and “Business Development Services & Technology Support Services for Agriculture Finance & Lending Operations,” where Ms. Arlene Orencia, Head, Projects and Programs, AC, thoroughly explained the most appropriate strategies and approaches to provide business development & technology support services applicable for an agriculture finance and lending operations at CreditEase.
The institutions visited by the group included the Land Bank of the Philippines (LBP), PBSP-Center for Rural Technology and Development (PBSP-CRTD), CARD Mutually Reinforcing Institutions (CARD MRI) specifically CARD SME Bank and CARD BDFSI, Alalay sa Kaunlaran Inc. (ASKI), First Community Cooperative Bank (FICCO), Agri-NURTURE Inc. (ANI), JOLLIBEE Food Corporation/Jollibee Foundation, Gourmet Farms Inc., Onion & Vegetables Producers Cooperative (OVEPCO), and two (2) clients of CARD-SME Bank. During their institutional visits, the group were briefed on the best practices in providing agricultural financing, developing farmer entrepreneurs, managing agri-finance and other agri and environment-related projects, new intensive methods of agricultural technologies, setting up of an institution owned and managed by landless women, individual loan lending operations, appraisal and monitoring system and risk management, etc.
After the program, CreditEase has signified its interest to become a member of ADFIAP and expressed its great appreciation for the professionalism shown by the ADFIAP Secretariat in the administration and implementation of the study tour program.
