ADFIAP lays groundwork for ADB-supported NIIS Master Trainers Program

To successfully promote the active use of the National Infrastructure Information Systems (NIIS) www.infrastructure-system.info/ and to encourage public-private partnerships (PPP) in infrastructure investments, the Association, through its consulting arm, ADFIAP Consulting (AC), organized an NIIS Orientation Meeting for Master Trainer candidates at the Asian Development Bank (ADB) headquarters on August 13, 2012.

The objective of the meeting was to introduce the NIIS project and give an overview of ADB’s Project Preparation Program for Sustainable Infrastructure Development (P3SID). The meeting was attended by nine (9) Master Trainer (MT) candidates with varied areas of expertise. ADB Consultants, Mr. Joe Lufkin and Ms. Mai Rattanavong of Infrastructure Finance Corporation, Ltd. and AC’s Ms. Cora Conde conducted the orientation and facilitated the discussions. Also in attendance were AC’s Atty. Alberto Reyno, Ms Cecile Ibarra, Ms. Arlene Orencia and Ms. Cristy Aquino.

The Master Trainers Program (MTP) is deemed to be an effective approach to expand the use of NIIS whose users include project developers such as government and government agencies; project advisors and developers; and financiers such as banks, investment funds, DFIs and other financial institutions. Successful MT candidates will be contracted by ADB to develop and conduct a capacity development program for Regional Trainers on infrastructure preparation who will in turn impart this training capability to the above-mentioned NIIS users.

NIIS is a web-based information platform that is particularly useful in the initial and early development stages of infrastructure project finance by providing a series of tools to: (a) capture key project data in a systematic and consistent way across multiple locations and multiple sectors (b) identify and fill any gaps in project planning and preparation (c) identify and mitigate project risks and (d) guide a project towards PPP structuring and private-sector institutional and commercial investment by providing links to marketing and funding resources.

ADFIAP is currently assisting in the build-up of a DFI (development finance institution) network database for NIIS which is being developed with support from the Asian Development Bank (ADB) and the Republic of Korea through the ADB’s Regional Technical Assistance 7379: “Establishment of e-Systems to Support Infrastructure Financing in Asia”.
