Demonstrating its role as champion in ecological protection, the Development Bank of the Philippines (DBP) has been supporting the integrated resource recovery project through FDR-Integrated Resource Recovery Management, Inc. (FDR-IRRMI). This project demonstrates an integrated zero-waste and no landfill approach for the management of municipal solid waste (MSW), and the first fully operational Integrated Resource Recovery Facility for municipal waste management in Cebu Province in Southern Philippines.

Having a secured long-term service agreements (20-25 years) with four local governments units (LGUs), the project does not only help these LGUs comply with Republic Act 9003 (Ecological Solid Waste Management Act of 2000), but also supports RA 10068 (Organic Agriculture Act of 2010) and technologies registered under RA 9513 (Renewable Energy Act of 2008). It also served as a direct response to the Paris Agreement and the Philippines’ Nationally Determined Contributions, which aims to limit the increase in global average temperatures to below 2°C.

The project has been benefiting hundreds of thousands of residents through improved hygiene and sanitation as well as generated employments within the covered LGUs.

DBPs’ Integrated Resource Recovery Management by FDR – “Integrated Resource Recovery Management, Inc.” won the 2017 ADFIAP Outstanding Development Project Merit Award under the Environmental Development Category.
