DBRB’s Sergey Roumas is Distinguished Person Awardee

For his dedication and sterling performance in guiding the Development Bank of the Republic of Belarus (DBRB) to become a single coordinator for funding of all government investment programs and for his contributions to the banking system stability of the Republic of Belarus, Mr. Sergey Roumas was chosen as this year’s ADFIAP “Distinguished Person of the Year” awardee.

Mr. Roumas began his banking career in 1990 that includes a 10-year stint with the Belarusbank (1995-2005). He served the Bank in various capacities such as Director and First Deputy Chairman of the Board. From 2005-2010, Mr. Roumas led the Belarusian second largest bank, Belagroprombank. Under his leadership, Belagroprombank became the leader in corporate lending in the country.

Being the Belarusian Vice Prime Minister from 2010-2012, Mr. Roumas became a well known figure in the Government. During this period, he supervised the country’s banking activities and personally participated in arranging the system for supporting the Belarus’ banking system stability and preserving the state reserves. Likewise, it was also during this time that he represented Belarus to the Eurasian Economic Commission, assisting in the formation of the Eurasian Economic Union. He was also awarded with Order of Friendship by Decree of the Russian President, Vladimir Putin.

As the current Chairman of the Management Board of DBRB, a bank founded only 5 years ago, Mr. Roumas steered the Bank to become a single coordinator for funding of all government investment programs. This year, the Bank has already financed 4.5% of the Belarusian GDP. Also with Mr. Roumas’ leadership, DBRB has adopted the world’s best experiences in financial support to small and medium enterprises (SMEs), export and innovations.

His interest is not only confined in the banking and finance sector but has interest in many things that benefits the people and his country like involving himself in projects related to preserving cultural heritage, supporting sports, orphaned children, and education and healthcare. As an sportsminded person, Mr. Roumas heads the Belarusian Football Federation.

Mr. Roumas has a PhD in Economics and has been awarded by National Bank, National Assembly, Council of Ministers, Belarusian President. He is also the holder of the Order of Honour (Kazakhstan), Order of Friendship (Russia), and with a military rank of reserve lieutenant Colonel.
