Message from the Chairman

On behalf of the ADFIAP Board of Directors, I wish to invite all members, partners and associates to join us in Ulaanbaatar on May 22-24, 2013 for the 36th Annual Meetings of your Association.

Our gracious host, the Mongolian National Chamber of Commerce and Industry (MNCCI), has put together three exciting days of learning new things, sharing experiences, meeting old as well as new friends, networking with colleagues, as well as offering us a true Mongolian hospitality amidst the natural beauty of its culture and landscape.

The theme of the conference “DFIs & Chambers of Commerce & Industry: Advancing Sustainable Businesses” recognizes the synergistic public-private partnership of business membership associations like MNCCI and development finance institutions (DFIs) under ADFIAP in undertaking economic, social and environmental development initiatives to help expand and sustain national growth and prosperity.

This event is also the first time that DFIs – with its mandate of providing access to financial and support services for the underserved, and the Chambers of Commerce and Industry with its role as the focal point and voice of private businesses; are joining together to enhance cooperation and explore new opportunities for business sustainability.

The 3-day full-packed programme includes the 77th Board of Directors meeting, the 20th Ordinary Meeting of the General Assembly, the ADFIAP Awards 2013, the Conference Proper, the Delegates-meet-Delegates session, Shared Interest Group Seminars, Dinners, the Fellowship Day, Cultural Tour and many more interesting side events and programs.

Message From The Host Financial Institution

It is our pleasure that to warmly welcome you to the 36th Annual Conference of the Association of Development Financing Institutions in Asia and the Pacific, to be held in Ulaanbaatar, Mongolia hosted by Mongolian National Chamber of Commerce and Industry.

Under the theme of “DFIs & Chambers of Commerce & Industry: Advancing Sustainable Businesses” the Conference will feature sessions, debates and discussions including topics such as SME financial promotions, sustainable businesses, green investment, role of chamber of commerce and industries in economic and business development as well as global economic trend and challenges.

We believe that this conference together with the attendance of senior experts of financial and banking sectors of the region will provide delegates an opportunity to discuss and as well as to share experiences among ADFIAP’s members to achieve their common goals and objectives.

As all of you know, Mongolia is very rich in natural resources and started to grow rapidly after year 2000 as a result of economic reform. Our economy expanded by 600% since year 2000 and the future looks bright. The IMF estimates that Mongolia will be among the four fastest growing economies in the world in the next years with an expected GDP growth of 23% in 2013. Our government will remain open to foreign investment, as it plays a significant role in the development of the Mongolian economy, I hope this meeting will bring an opportunity to delegates to meet and exchange information with Mongolian business and bankers.

 

Besides the busy working agenda of this meeting, I hope that the beautiful, diversified in culture and hospitable Mongolia will leave you with fine, unforgettable memory.

Message From The Executive Director Of Microfinance Development Fund

Dear distinguished guests and delegates

This year’s gathering is remarkable for us as it takes place at times of steady development of micro, small and medium business enterprises in Mongolia’s fast-growing economy and when the change is made at national scale development rather than sectorial. The purpose of the annual meetings is to bring together public, private and joint ownership business enterprises to learn and share success stories and lessons learned and to integrate development concepts.

The mission of Microfinance development fund /MDF/ is to alleviate poverty and support sustainable development. By becoming a member of ADFIAP in 2006, MDF made strong commitment to support green economy, sustainable future and we work in close cooperation with development agencies with common vision.

We believe that “DFIs & Chambers of Commerce & Industry: Advancing Sustainable Businesses” conference will provide an opportunity to share experiences, learn new approaches and to strive and act for our common goal.

MNCCI AT A GLANCE

HISTORY
The Mongolian National Chamber of Commerce and Industry (MNCCI) was founded on July 2, 1960. Since 1990, and the end of the socialist system, the MNCCI has established itself as Mongolia’s leading non-governmental institution. The organization is devoted to the development of international trade and investment in Mongolia’s business community. Today the MNCCI has expanded to include 19 subsidiary branches in the Mongolian provinces and actively cooperates with more than 40 international Chambers of Commerce and Trade Promotion Organizations. In addition, the MNCCI houses the Mongolian National Arbitration Center.

STRUCTURE
Congress
Supreme decision making body of the MNCCI. Meets once every four years to consider the activities of the Chamber and the Auditing Committee. Elects and fixes the number of members to the Council and Auditing Committees. Approves the Chamber’s rules; makes amendments and additions.

Presidium
Includes 25 members chosen from the council for a four year term. Ensures strategic and operational management of the chamber’s activities. Formulates the agenda to present to Council, supervises decisions and implementation. Also admits active and corresponding members to the Chamber and approves the structure of the Chamber.

Council
Administers activities between chamber and presidium, elects the chairman, vice-chairman, and general secretary. Elects honorary members, discusses the Chamber’s annual reports and reviews, approves reports and summaries of the Auditing Committee, and settles membership fees. The Chairman acts as Chairperson of the Presidium and Council as well as CEO for daily operations.

Auditing committee
Five persons elected for four year terms to undertake the supervision of financial and economic activities including cash and assets accounts and the implementation of orders and resolutions twice a year.

GOALS
To promote and develop the competitive private sector of Mongolia.
To cement the MNCCI’s position as a capable and influential advocacy organization for the business community and private sector through proposals to the Mongolian government through public-private sector dialogue.
To aid businesses and investors by providing research on business in Mongolia and promotional services.
To be a pro-active member of the international business community by working with the International Chamber of Commerce (ICC), the Confederation of Asia-Pacific Chambers of Commerce and Industry (CACCI) and other international institutions.

SERVICES
The MNCCI provides a comprehensive list of services aimed at promoting Mongolia’s economy and making Mongolia an increasingly more attractive for investments. The MNCCI is committed to helping the private sector and investors through advocacy and proposals to the Mongolian Parliament and the provision of expert arbitration services. For more detail on our services, see below.

ADVOCACY FOR THE PRIVATE SECTOR – THE MNCCI AND THE GOVERNMENT
Although not a government institution, the MNCCI recognizes the need to cooperate with the government to develop a business friendly environment in Mongolia. The MNCCI signed a Memorandum of Cooperation with the Government of Mongolia and established a Public-Private Sector Consultative Committee. A representative sits on the Economic Council of the Prime Minister of Mongolia, the National Committee on Sustainable Development and the State Auditing Committee. Working closely with the government allows effective communication between the private sector and the business community. Through these channels the MNCCI proposes pro-business recommendations, ensuring the continued development of business in Mongolia.

RESEARCH AND PUBLICATIONS
The MNCCI regularly conducts various studies and surveys on the economic, business, and legal environment in Mongolia. For example: economic and business environment, corruption and red tape perception index, business cost survey, and business confidence index. Below are some of our publications.

Business and Development Journal: Our monthly magazine includes market-economy news, results of business surveys and articles on conducting business in Mongolia, plus interviews with successful entrepreneurs.
Business Times Newspaper: A weekly newspaper including economic reviews, presentation of trade issues, and other important topics.
Inspiring Mongolia: A quarterly magazine providing comprehensive news and articles on Mongolian nature, culture, lifestyle, and business.

MEMBERSHIP AND NETWORKING
Members of the MNCCI enjoy access to a network of other members, businesses, and professionals. The MNCCI actively promotes interactions between its members to establish new contacts and business opportunities. Additional membership services include the issuance of The Business Directory and the organization of the Business Festival, both aimed at expanding cooperation between the MNCCI members and advertising members’ activities.

SMALL MEDIUM ENTERPRISE (SME) AND NATIONAL INDUSTRIALIZATION PROMOTION
The promotion of SMEs and national industrialization is one of the main divisions in the MNCCI because of the importance of creating new domestic jobs and enterprises. By holding training classes and business seminars, doing research on the economic environment, advertising domestic products, and working with groups like the ITC/WTO, UNIDO ITPO Tokyo, UNCTAD, and others, the MNCCI is empowering people and instilling an entrepreneurial spirit.

The Business Information Center of the division acts as a one stop service center for those who are trying to start a business. The business center publishes handbooks on foreign trade, start-up businesses, and gives information on new equipment, technology and goods.

FOREIGN RELATIONS AND INVESTMENT PROMOTION
A key to the recent success of the Mongolian economy includes positive foreign relations and investment. At the MNCCI we collaborate with foreign Chambers like the International Chamber of Commerce (ICC) and the Confederation of Asia-Pacific Chambers of Commerce and Industry (CACCI), as well as with international organizations like the World Business Council for Sustainable Development (WBSCSD), the International Trade Center (ITC), and the Organization for Economic Cooperation and Development (OECD) in order to sustain current relations and to build new ones.

EXPORT PROMOTION AND DEVELOPMENT
As a developing country Mongolia benefits from preferential treatment of trade and customs tariffs from 35 developed countries. These preferences are dependent on the Certificate of Origin, which the MNCCI is responsible for regulating and issuing. The MNCCI also receives and organizes international trade missions to Mongolia.

MONGOLIAN NATIONAL ARBITRATION CENTER
The Mongolian National Arbitration Center (MNAC) is committed to growing the use of the Alternative Dispute Resolution (ADR), specifically those of arbitration and mediation. The MNAC has 21 branch arbitration centers with over 150 qualified arbitrators. All arbitral awards are recognized domestically and internationally as governed by law.

BUSINESS, FOREIGN TRADE TRAINING AND RESEARCH
Along with providing research on the Mongolian business climate to the state and private sectors, the MNCCI also conducts short and long-term training for individuals working with foreigners. The types of training offered include Foreign Trade Manager, Professional Secretary, and Assistant to the Chairman and CEO. The department also has handbooks and manuals on business education, marketing, management, and foreign trade.

SUSTAINABLE PRODUCTION AND CONSUMPTION
As Mongolia’s economy rapidly grows, it is vital that it does so in a sustainable and environmentally friendly way. The Chamber’s Sustainable Production and Consumption Department is working to promote the development of environmentally friendly and economically efficient industries and services by implementing Cleaner Production principles. To accomplish its goals the MNCCI is working with the support of the government and international organizations to create a National Cleaner Production Program. This program includes: conducting energy audits to identify potential energy savings, undertaking specialized training on energy efficiency and Energy Service Company (ESCO) services, introducing energy management systems to companies, developing and implementing projects focused on increasing energy efficiencies, and raising awareness of ESCO services.

EXHIBITION AND TRADE FAIR DEPARTMENT
The Exhibition and Trade Fair Departments promotes Mongolian exports and culture to the world through various exhibitions and trade fairs. The MNCCI is responsible for organizing and participating in World EXPOs on behalf of Mongolia. In addition, the department organizes the annual international SME’s Products, Technology and Service trade fair and the Ulaanbaatar Partnership International Autumn exhibition. The bi-annual Best 99 National Products and Services of Mongolia fair aims to promote high quality Mongolian products and services. In 2008, the MNCCI opened the 942 m² National Exhibition and Convention Center which is available for members use.

BARCODE AND LOGISTICS PROMOTION DIVISION
Mongolia joined GS1, an international not-for-profit organization “dedicated to the design and implementation of global standards and solutions to improve the efficiency and visibility of supply and demand chains globally and across sectors,” (www.gs1.org) in 2003. As the Mongolian representative to GS1, the MNCCI is responsible for implementing a national bar code system and monitoring the implementation of the GS1 system. The MNCCI organizes seminars about the GS1 system and provides literature to those interested in learning more.

INSPECTION OF GOODS
To ensure the quality of imported and exported goods, the MNCCI acts as a neutral supervisor for local and international organizations. The MNCCI’s inspections control packing conditions and terms of conveyance. Goods that pass inspection are issued a certificate of inspection.

RURAL MICRO AND SMALL MEDIUM BUSINESS PROMOTION
In cooperation with the Association of German Chambers of Industry and Commerce (DIHK) and the Foundation for Economic Development and Vocational Training (SEQUA), the MNCCI runs several small projects in order to develop rural areas and decrease poverty. While overall poverty is declining, rural poverty is increasing, especially among herders, so the MNCCI is focusing on alternative methods of employment for herders.

PATENTS, TRADEMARKS, AND GEOGRAPHICAL INDICATION
The Patent, Trademark, and Geographical Indication Division of the MNCCI cooperates with around 100 law firms in over 20 countries and its own intellectual property attorneys to provide excellent service regarding any intellectual property matter. Since 2007, the division has also operated Mongolia’s Franchise Council. In 2008, the Geographical Indications National Center (MGIL) was established to grant certification marks to GI registered products in Mongolia.

Promotional Activities
Inventions and Utility Models
The division annually organizes an Inventions and Utility Models exhibition in collaboration with the Academy of Science and Technology, University of Science and Technology, National Productivity Center, and the Intellectual Property Office of Mongolia (IPOM). This is aimed at encouraging and promoting inventions and utility models by Mongolian scientists, engineers and inventors.

National Best Brand
Since 2001, the division has worked with IPOM to run the Best Brands of the Year Award Ceremony aimed at promoting smart usage of trademarks and to increase brand awareness.

Arrival Information
Most of the delegates are expected to disembark at the Chinggis Khaan International Airport.

After clearing the customs and immigration processes and collecting your baggage, follow the exit sign and proceed through the Public Area where MNCCI representatives will welcome you. A signage bearing the Annual Meeting logo will make you spot them easily from the crowd of greeters. Transportation to the Corporate Hotel and Convention Centre will be provided by MNCCI.

Departure Information
The MNCCI will offer transportation to Chinggis Khaan International Airport. Details will be provided during the meeting. Make sure that all your documents are in order BEFORE arriving at the airport to avoid delays.

VISA POLICY OF MONGOLIA
The Visa policy of Mongolia has been greatly liberalized recently to increase tourism.

Citizens of following countries do not require a visa to visit Mongolia for 90 days:

Belarus
Kazakhstan
Kyrgyzstan
Ukraine
United States

Citizens of following countries do not require a visa to visit Mongolia for 30 days:

Cuba
Georgia
Israel
Japan
Laos
Malaysia
Thailand

Citizens from the Philippines do not require a visa to visit Mongolia for 21 days while citizens from Singapore and Hongkong do not require a visa to visit Mongolia for 14 days.

REGISTRATION OF DELEGATES
Delegates are requested to register at The Corporate Hotel and Convention Centre starting Tuesday, May 21, from 2 pm to 8 pm at Beijing meeting room on the 5th floor of the hotel, to resume the following day, Wednesday, May 22, from 8 am to 12 noon, also in the same area.

Both ADFIAP and MNCCI secretariat will assist the delegates when they register. Secretariat room is located at: Hong Kong meeting room on the 5th floor of the hotel.

77TH ADFIAP BOARD OF DIRECTORS MEETING
The 77th ADFIAP Board of Directors Meeting will be held on Wednesday, May 22, from 8:30 am to 10:30 am at the Conference Hall, MNCCI Building. Agenda and board folders will be distributed to the board members upon their arrival at The Corporate Hotel and Convention Centre.

DELEGATE-MEETS-DELEGATE SESSION
The Delegate-Meets-Delegate Session provides delegates the opportunity to meet and network with fellow delegates. Prior appointments must be arranged with the Secretariat. List of confirmed delegates would be made available not later than May 10, 2013.

There will be 2 bilateral sessions set-up between 2 institutions/banks allowing 30 minutes per session. First session will be from 11 am to 11:30 am and the second session will be from 11:30 am to 12 noon. The 2 sessions will be held on Wednesday, May 22, at The View Lounge Club on the 16th floor of The Corporate Hotel and Convention Centre. If there are other delegates the institution/bank needs to meet other than the set-up schedule, there will be other occasions to meet them (e.g., welcome dinner/awards night; closing dinner, fellowship day or during coffee breaks in the morning and afternoon. The secretariat will be willing to set up the appointments for you.

SHARED INTEREST GROUP
Shared Interest Group (SIG) sessions provide same-purposed members to share experiences and best practices. We have invited speakers from our own members banks to share their best practices in the following areas: SIG (1) Housing Finance, from 1:30 pm to 2:15 pm; and, SIG (2) Agriculture Finance, from 2:15 pm to 3:00 pm, Wednesday, May 22.

A 30-minute Special Presentation on, “Opportunities and Challenges for Factoring in the World and in Asia” by Mr. Mikhail Treyvish, Chairman, Asian Chapter, International Factors Group, will be held from 3:00 pm to 3:30 pm at The Corporate Hotel and Convention Centre. He is internationally recognized as the founder of the Russian factoring market. All sessions will be held at The Ulaanbaatar Conference Hall on the 5th floor of the hotel.

20TH ORDINARY MEETING OF THE GENERAL ASSEMBLY
The 20th Ordinary Meeting of the General Assembly will be held on Wednesday, May 22, from 4 pm to 5:45 pm at the Ulaanbaatar Conference Hall on the 5th floor of The Corporate Hotel and Convention Centre. Highlights of the meeting include the Chairman’s Report on the various activities of the Association, re-election of the board members due for retirement for another 4-year term; welcome to new members and a special presentation from a member bank

WELCOME DINNER / AWARDS NIGHT
The Opening Dinner and Awards Gala will be held on Wednesday, May 22 at 7:30 pm at the Exhibition Hall, Mongolian National Chamber of Commerce and Industry (MNCCI) building. The evening event will be a formal function for which the dress code is business attire or national dress.

Prior to the Event, there will be a rehearsal for ADFIAP Award Winners at 5:45 pm to 6:00 pm at the stage area of the function room where the Event will be held.

OPENING CEREMONIES/CONFERENCE PROPER
The Opening Ceremonies of the 36th ADFIAP Annual Conference is scheduled to begin on Thursday, May 23, 8:30 am at the Ulaanbaatar Conference Hall, at the 5th Floor of the hotel. The Inaugural Address will be delivered by the Chief Guest, His Excellency, Norovyn Altankhuyag, Prime Minister, People’s Republic of Mongolia. A group photo session with H.E.Norovyn Altankhuyag will be held after his speech delivery.

ACTIVITIES FOR ACCOMPANYING PERSONS / SPOUSES
Accompanying persons/spouses of delegates will be provided a list of tours available for May 22 and 23. This will not be a hosted activity and expenses for joining these tours will be borne by the accompanying persons/spouse. The host institution will provide a travel agency that can handle these tours.

CLOSING DINNER
The closing dinner, hosted by the Mongolian National Chamber of Commerce and Industry, will be held on Thursday, May 23, 8:00 pm at the Exhibition Hall, Mongolian National Chamber of Commerce and Industry (MNCCI) building.

Please bring a special gift representative of your country. We will have our traditional raffle of gifts to make the evening more enjoyable and memorable. So that everyone will have a chance to receive a special gift, each delegate/guest is requested to bring his/her special gift.

FELLOWSHIP DAY / CULTURAL TOUR
The host institution will make arrangements for the fellowship/cultural tour scheduled on Friday, May 24, from 9:00 am to 5:00 pm for all delegates and accompanying persons. As this will not be a hosted activity, tour fees will be collected from the delegates and their accompanying persons to cover for English speaking guide service, transfers, entry tickets of museum, monastery and Mini Naadam fee and lunch. Tour fees will range from US$71 per person for a group of 61 to 80 pax and US$63 per person for a group of 81 to 100 pax.

Dress Code and What to Bring
Comfortable attire; light jacket, walking shoes, hat, sunglasses and sun block cream. You may wish to bring handy-cam or camera.

WEATHER/CLOTHING
The summer season starts in May and lasts until August with temperatures peaking in July. This is the most popular season for tourists visiting Mongolia. The month of May might still see some snowfall, but the weather is usually good.

Light comfortable clothing can be worn during summer months. However, temperature can drop during the evening and it would be advisable to bring light jackets for evening.

Electric Current Voltage
Electrical sockets (outlets) in Mongolia usually supply electricity at between 220 and 240 volts AC. If you’re plugging in an appliance that was built for 220-240 volt electrical input, or an appliance that is compatible with multiple voltages, then an adapter is all you need.
