Welcome Message from the Chair

On behalf of the ADFIAP Board of Directors, I am delighted to welcome all delegates and guests to Macao, China, for the 40th ADFIAP Annual Meeting that will take place from May 10 to 12, 2017. I am equally pleased to invite you to this event as ADFIAP celebrates its 40 years of existence and to personally thank you for your continuing support of your association’s work and advocacy to advance sustainable development.

This annual programme, devoted to the practice of development banking, will give participants a platform to exchange ideas, discover novel opportunities, reacquaint with colleagues, meet new friends, and broaden their knowledge. The conference will held at at the Macao Science Center, which is a modern, multi-functional facility on the beautiful Macao waterfront.

China Development Bank (CDB) was founded in 1994 as a policy financial institution under the direct leadership of China’s State Council. It was incorporated as China Development Bank Corporation in December 2008, and officially affirmed by the State Council as a development finance institution in March 2015.

 

CDB has a registered capital of RMB 421.248 billion. Its shareholders include the Ministry of Finance (36.54%), Central Huijin Investment Ltd. (34.68%), Buttonwood Investment Holding Co., Ltd. (27.19%), and the National Council for Social Security Fund (1.59%).

CDB provides medium- to long-term financing facilities that serve China’s major long-term economic and social development strategies. By the end of 2015, its assets grew to RMB 12.62 trillion, with RMB 9.21 trillion outstanding loans and a cumulative recovery rate of 98.78%, a proud record that has been kept for 16 consecutive years. We have also improved business sustainability and risk management, delivering a net profit of RMB 102.788 billion, ROA of 0.90%, ROE of 11.74%, and a capital adequacy ratio of 10.81%. Professional credit rating agencies including Moody’s and Standard & Poor’s have rated CDB at the same level as China’s sovereign credit.

CDB is the world’s largest development finance institution and the largest Chinese bank for outbound investment and financing, long-term lending and bond issuance. It ranked 87th on the Fortune Global 500 list in 2015.

CDB currently has 37 primary branches and 3 secondary branches on the Chinese mainland, one offshore branch in Hong Kong and six representative offices in Cairo, Moscow, Rio de Janeiro, Caracas, London and Vientiane, with a total staff of about 9,000. Its subsidiaries include CDB Capital Co., Ltd., CDB Securities Co., Ltd., CDB leasing Co., Ltd. and China-Africa Development Fund Co., Ltd.

Travel Documents

Please make sure that you have all the documents/personal needs/subsistence allowance prior to your departure for Macao, China. These should include:

  • Roundtrip ticket (itineraries confirmed);
  • Valid passport with a validity period of at least six months beyond the time of stay allowed in Macao and visa stamped to enter Macao (if needed);
  • Official letter of invitation (ADFIAP and local organizer);
  • Program of activities;
  • Personal medicines; and,
  • Personal travel accident insurance

Arrival Information

There are two (2) ways with regards to arrival arrangements in Macao:

1) Via Macao International Airport – Delegates need to pre-arrange their arrival pick-up with ADFIAP. Cost of one-way transfer is approximately US$78 for a 7-seat car, good for about 5 people with luggage while a limousine (Mercedes Benz) would cost about US$104 (one-way transfer). Rates are quoted as of February 6, 2017.

2) Via Macao Ferry Terminal – Complimentary transfers will be provided for delegates arriving at the Macao Ferry Terminal and will be assisted by local organizers who will field their staff carrying ADFIAP sign on-site to bring the delegates from ferry terminal to Harbourview Macao Hotel and back. (Schedule of shuttle bus service is enclosed).

Conference Fee

Since we do not have an official host for the meeting, a minimal conference fee of US$230 per person will be charged by the local organizers which would include the following:

  • Lunch at Macao Science Center for 2 days (May 10 and 11); and Fellowship Day lunch (May 12) name of restaurant to be announced later;
  • Morning and Afternoon coffee breaks at Macao Science Center for 2 days (May 10/11)
  • Chinese Dinner (May 10) and Portuguese Dinner (May 11)
  • City Tour (half day) including entrance fees, tour guide) on May 12;
  • Hotel complimentary shuttle bus to & from Macau Science Center on May 10/11
  • Complimentary transfers from Macao Ferry Terminal to Harbourview Hotel Macau and back for delegates taking the ferry services.

Hotel Accommodation/Travel Costs

Majority of the delegates will be booked at the Harbourview Hotel Macau (pls. refer below for contact details and hotel rates). Hotel accommodation and travel costs will be borne by the delegates.

Visa

Only the following countries in Asia need visa to enter Macau as follows: Bangladesh, Nepal, Nigeria, Pakistan, Sri Lanka and Vietnam. ADFIAP and the local organizers will assist delegates who are nationals from these countries to secure their entry permit.

Customs Regulations

Duty limits: 100 cigarettes, 10 cigars, 50 cigarillos and 100 grams of tobacco products with total weight maximum of 125 grams; 1 liter of wine and 1 liter of spirits; personal clothing, articles, jewelry and sports articles.

Registration

Delegates are requested to register on Tuesday, May 9, from 10 am to 5pm at the Hotel Lobby.

Departure Arrangements

All delegates are requested to reconfirm their flights with the Secretariat team and should be ready at the hotel lobby 3 hours prior to their flight departure time if proceeding to the Macao International Airport. For delegates taking the ferry ride back to Hongkong, please allow more time to reach Hongkong airport in time for you to connect to your respective flights back home.

All delegates will be brought to the airport for their respective departures either through hotel car (at delegate’s expense) or complimentary (for transfer out from hotel to Macao Ferry Terminal). The Secretariat team will issue a circular notice informing delegates on what time they need to be at the hotel lobby prior to their respective flight departures or for their ferry trip. Have safe journey!
