ADFIAP was invited and funded to participate in the 2nd Practitioners’ Dialogue on Climate Investments (PDCI) held on May 23-25, 2016 at the Hotel Collegium Leoninum in Bonn, Germany, with 84 attendees from national governments, academe, business and financial sectors from 31 countries. The event was organized by Germany’s international cooperation organization, GIZ GmbH.

At the earlier PDCI workshop held at the SEED South Africa Symposium on March 13-18, 2016 in Pretoria, around 65 international multi-sectoral practitioners and experts came together to officially start the process of developing innovative ideas and create prototypes aiming at initiating a process of change in their respective organization or author a policy brief to inform policymakers about PDCI’s four focal areas, namely: (1) incentivizing climate resilience measures in local industry; (2) creating markets for off-and-mini-grid solutions; (3) promoting sustainable and green banking regulations; and (4) supporting energy efficiency in industrial production.

Building on the results of the 1st PDCI workshop, the 2nd practitioners’ dialogue focused on further refining and enhancing the prototypes and policy briefs through exchange of ideas and best practices to take these to the next level. The PDCI network facilitated a dialogue between policymakers, investors and entrepreneurs on how to effectively make use of the momentum of the Paris Climate Agreement. Practitioners from developing and emerging countries as well as from the host-country, Germany, were invited to work in teams in the four focal areas to further enrich the contents of the prototypes and policy briefs.

Mr. Victor Abainza, ADFIAP Senior Consultant and Ms. Cora Conde, Head of ADFIAP Consulting Group, presented their policy briefs covering seven (7) prototypes in Working Group 4 on supporting energy efficiency improvements in industrial production. Mr. Abainza’s policy brief is on “Fiscal and other Innovative Green Policy Instruments in Promoting and Enhancing Energy Efficiencies among SMEs across Selected Regions/Countries” while Ms. Conde’s policy brief covered “Green Initiatives towards Mainstreaming and Upscaling the Application of Energy-Efficient Technology in Industries”. Each working group is composed of prototype developers, policy authors and advisors. The working group members will continue their collaboration through webinars with the objective of coming up with refined prototypes and draft policy briefs for presentation and finalization in the next PDCI Workshop this fall.
